What changed operationally

Email stopped being the work queue.

The durable publisher has a fixed owned-site manifest, refuses unknown domains and unmanaged existing pages, uses WordPress revisions, and automatically restores or drafts a target if its logged-out checks fail. The two pre-existing hand-built pages were preserved; only their canonical network connection was added.

The next fleet step is governance, not a blind deploy: reconcile domain ownership, client status, hosting platform, and rollback ownership before expanding beyond these thirteen internal properties.
